Bagram, Obama’s Gitmo

On President Barack Obama’s second day in office, one of the three executive orders he signed was a commitment to close the detention facility on the naval base at Guantánamo Bay as soon as possible but no later than one year thence. An inter-agency task force headed by White House counsel Greg Craig was established to come up with a plan. The new administration did not anticipate that this step would be controversial because, at the time, closing Guantánamo had bipartisan support, including from former President George W. Bush and Republican presidential contender Sen. John McCain. Bagram, the main US-controlled prison in Afghanistan, on the other hand, was being expanded — like the war in that country.

Washington’s Physics Problem in Iraq

The Joint Chiefs of Staff, says its chairman, Adm. Mike Mullen, has a “physics problem.”

According to a 2008 accord between the United States and Iraq, the US military is to be evacuated from Mesopotamia — down to the last tank mechanic and dishwasher — by the close of the calendar year. Lately, there have been hints that Iraq might want a “residual force” of as many as 12,000 troops to stay, but nothing firm.

Hence Mullen’s dilemma: How does the Pentagon plan for withdrawing its personnel and equipment when it doesn’t know for sure how many soldiers will be leaving? There are only so many C-130s to load and so much time in which to load them.

Washington Still Refuses to Learn an Obvious Lesson

Back in 2004, three years into the hunt for Osama bin Laden, the 9/11 Commission report made its debut to the gushing admiration of the Washington press corps. The report was everything that the mainstream media adores: bipartisan, devoid of divisive finger-pointing, full of conventional wisdom.

Take this pearl: “One of the lessons of the Cold War was that short-term gains in cooperating with the most brutal and repressive governments were often outweighed by long-term setbacks for America’s stature and interests.”

American “Blood Money” and a Question of Reparations

In the city of Lahore, Pakistan on January 27, 2011, a 36-year old American CIA contractor named Raymond Davis was charged with double murder in the deaths of two Pakistani men, Faizan Haider and Fahim Shamshad. Newspaper accounts describe Davis firing his gun at two men on motorcycles whom he believed were armed and attempting to rob him as he stopped his vehicle at a traffic signal. At the same time, reports place another US employee driving a truck nearby; in his rush to rescue Davis, this American hit and killed a third passing motorcyclist. The driver of the truck somehow managed to leave the country but Davis was unable to disappear from what escalated into a tense international and legal incident between Pakistan and the United States.

A Beltway bromide that will not die is, “No one ever went broke betting against peace in the Middle East.” Of dull wit and unclaimed provenance, the saying nonetheless makes the rounds every time the White House reiterates its commitment to resolving the conflict between Israel and the Palestinians. The initial media reaction scrutinizes the White House’s words for microscopic shifts in diction and emphasis, trumpeting each as a policy departure that could herald progress and, thus, additional news. Then the excitement subsides, as commentators recall that every president since Jimmy Carter has taken up this task, only to find it Sisyphean.

The Fateful Choice

When 19 al-Qaeda hijackers attacked New York and Washington on September 11, 2001, the United States faced a strategic dilemma that was unique in magnitude, but not in kind. Terrorists had killed numerous civilians before, in the US and elsewhere, with and without state sponsorship. Al-Qaeda was not the first non-state actor to present no coherent demands alongside its propaganda of the deed or to have no single fixed address. Nor were Americans the first victims of unprovoked terrorist assault to set aside political differences, at least for a time, in search of a unified self-defense.

What’s the Line?

Much of what was written from Egypt on and after January 25, 2011 was captivating and intense — as one might expect from reporters witnessing a democratic movement overthrowing a dictator. But the Beltway reporting that tried to explain US policy was another matter.

Of Principle and Peril

Reasonable, principled people can disagree about whether, in an ideal world, Western military intervention in Libya’s internal war would be a moral imperative. With Saddam Hussein dead and gone, there is arguably no more capricious and overbearing dictator in the Arab world than Col. Muammar al-Qaddafi. The uprising of the Libyan people against him, beginning on February 17, was courageous beyond measure. It seems certain that, absent outside help, the subsequent armed insurrection would have been doomed to sputter amidst the colonel’s bloody reprisals. 

Seeking “Stability”

Stability is the least understood and most derided of the trio of strategic interests pursued by the United States in the Middle East since it became the region’s sole superpower. Vexing, because it is patently obvious code for coziness with kings, presidents-for-life and other unsavory autocrats. Perplexing, because it seems to involve only cost, lacking the material benefit of protecting oil deposits or the domestic political profit of backing Israel, the two other members of the troika.

No Pink Slip for Salih

With cameras and Twitter feeds trained on Tahrir Square in Cairo, a series of large opposition protests have unfolded in an eponymous square in the Yemeni capital of Sanaa, as well as other major cities across the country. The protests have been organized and coordinated by a cross-ideological amalgam known as the Joint Meeting Parties (JMP, sometimes also translated as the Common Forum), and have been identifiable by their careful deployment of protest paraphernalia — sashes, hats, posters, flyers and more — tinted in gradations of pink. At first glance, these protests seem to have generated substantial concessions from President ‘Ali ‘Abdallah Salih, who, having occupied some form of executive office since 1978, is the longest-serving ruler in the Arab world after Muammar al-Qaddafi. Salih pledged on February 2 to abandon his efforts to amend the constitution so as to be able to run again himself or engineer the succession of his son, Ahmad, to the presidency. Much as these steps might appear to presage far-reaching political change in Yemen, perhaps even a colored proto-revolution, there are good reasons for skepticism.

No More Mr. Nice Autocracy

Egyptian current events prove one point for good: Democrat or Republican, liberal or conservative, US presidents wish their favored Arab states would forever remain nice, docile autocracies.

Of course, the Obama administration protests loudly to the contrary. President Barack Obama has gone on national television twice during Egypt’s amazingly courageous popular uprising to profess his admiration for the pro-democracy protesters in the streets. He praised their stand for “universal” human rights. Addressing them directly, he expressed his “unyielding belief that you will determine your own destiny and seize the promise of a better future for your children and your grandchildren.”

Into Egypt’s Uncharted Territory

Amidst the monumental Egyptian popular uprising of 2011, Plan A for the Egyptian regime and the Obama administration was for Husni Mubarak to remain president of Egypt indefinitely. They have now moved on to Plan B.

Dead-Enders on the Potomac

Every US administration has its mouthpiece in Washington’s think tank world, its courtier that will slavishly praise its every utterance. For the blessedly bygone Bush administration, that echo chamber was the American Enterprise Institute and the neo-conservative broadsheets in its orbit. For the Obama administration, it is the National Security Network, an operation founded in 2006 to bring “strategic focus to the progressive national security community.”

The Fake Moderation of America’s Moderate Middle East Allies

As the Mubarak regime turns to violence in a vain attempt to repress the peaceful protests that have swept Egypt’s streets for over ten days, the risks associated with current US strategy for Egypt and the wider region continue to grow. In its response to the events, the Obama administration has subtly shifted its message, incrementally increasing pressure on the regime over the last week. But the more important story is the remarkable continuities reflected in the administration’s approach.

The Push for Petro in the Twenty-First Century

With another interminable presidential campaign approaching, Americans grit their teeth as the aspirants to the White House take turns deploring the country’s dependence on foreign (particularly “Middle Eastern”) oil. It is a theme as old as disco and the pet rock — vapid and dull, yet forever capable of arousing popular scorn. On the one hand, every president since Jimmy Carter has set the goal of ridding the United States of this scourge, but to no avail, for American consumption of imported petroleum inexorably climbs. On the other hand, volatile gasoline prices, climate change and the specter of terrorism enhance the urgency of finding an alternative, if not to oil, then at least to oil of Middle Eastern provenance.

In addition to numberless tales of human misery, the post-September 11 US wars in the greater Middle East have produced a veritable library of war reporter’s books. Most of them are formulaic and eminently forgettable, but a few are valuable chronicles that considerably improve the state of knowledge about the traumatic ruptures that war has wrought in the societies caught in the crossfire. Nir Rosen’s Aftermath falls in the latter category.

Visser, A Responsible End?

There are few keener students of contemporary Iraqi affairs than Reidar Visser. Since the spring of 2006, when he released a lengthy paper on the politics of Ayatollah Ali Sistani, Visser has enjoyed growing respect in Western academic and journalistic circles as a close observer of post-invasion Iraq with a talent for debunking the mainstream narrative.

Deep Traumas, Fresh Ambitions

The seeds of future war are sown even as parties fight and, depleted or on the verge of defeat, sue for peace. The outcome is rarely stable and may be barely tolerable to one side or the other. This rule holds true for the two belligerents no less than for their respective sponsors, keen to protect their strategic interests. Ambitions thwarted are merely delayed, not abandoned; new traumas incurred are entered into the ledger for the settlement of what is hoped one day will be the final bill.

Is it happenstance or harmonic convergence that the first reports on the Wikileaks cache of State Department cables hit the newsstands alongside stories about the fresh political salience of “American exceptionalism”? Something about the content of the diplomatic missives and, more to the point, the furor over their release in November 2010 seems peculiar to the United States.

What species of envoy but an American, at the early millennial stage of evolution, could wire the following from Madrid?
