Letters, He Gets Letters
Shortly before assuming office, President Barack Obama was handed a missive signed by such Washington luminaries as ex-national security advisers Zbigniew Brezezinski and Brent Scowcroft, urging him to “explore the possibility” of direct contact with Hamas. One month after he entered the White House, Obama received an epistle from Ahmad Yousef, a Gaza-based spokesman for the Islamist movement, making the same recommendation. “There can be no peace without Hamas,” Yousef told the New York Times when asked about the letter’s contents. “We congratulated Mr. Obama on his presidency and reminded him that he should live up to his promise to bring real change to the region.”

Tehran, February 9, 1979. The Shah was gone. Iran was governed, if governed is the word, by Shahpour Bakhtiar, a former minister in the cabinet of Mohammad Mossadeq, the nationalist premier whose CIA-engineered overthrow had restored the monarchy 26 years earlier. The country was roiled by massive demonstrations and armed clashes between security forces and revolutionaries of many stripes, secular and devout, Marxist and Islamist. Eight days earlier, Ayatollah Ruhollah Khomeini had alighted at Tehran’s airport and, following a jubilant popular welcome, announced the formation of a new revolutionary government. The Iranian military was collapsing, as soldiers relinquished their rifles and numerous commanders declared their neutrality in the civil strife.
The Continuity of Obama’s Change
President Barack Obama’s campaign pledge that his administration would begin working for peace in the Middle East from its first day in office is one that he almost met. On January 21, a mere 24 hours after his inauguration, Obama placed phone calls from the Oval Office to Israeli Prime Minister Ehud Olmert, Palestinian Authority (PA) President Mahmoud Abbas, Egyptian President Husni Mubarak and Jordanian King ‘Abdallah II. The next day, together with Vice President Joe Biden and Secretary of State Hillary Clinton, he visited the State Department to announce the appointment of former Sen. George Mitchell as the new special envoy for the Middle East.
Imagining the Next Occupation
When Lt. Gen. William Caldwell pitched the US Army’s updated field manual on the March 10 Daily Show, Jon Stewart inquired: “If I read this, can I take over a country?” Caldwell, who served 13 months in Iraq and today runs the Combined Arms Center in Ft. Leavenworth, Kansas, demurred with a chuckle. And the text his center published in October, FM 3-07, Stability Operations (2008), treats the question as moot.
Not All Roads Lead to Washington
In the summer of 2008, there was an epidemic of diplomatic initiatives in the Middle East. The new diplomacy represented a striking break with the pattern of statesmanship that has prevailed in the region for the last decade: It always involved an ally of the United States talking to an enemy of America without Washington’s approval or participation.
Gaza, the 21st Century Ghetto
In the first attempt by a foreign country to break the blockade of Gaza, a Libyan freighter carrying 3,000 tons of essential humanitarian aid set sail for the impoverished coastal strip. On the shore Gazans assembled to welcome its arrival, a much needed gesture of hope and relief for Gaza’s 1.5 million residents, caged in on all sides in one of the most densely populated areas on earth, allowed only the most basic food stuffs and regularly bombarded with ordinance from the skies. As it approached Gaza’s coastal waters on December 1, the ship was intercepted by the Israeli navy and forced to turn back.
Yes, We Really Must Talk With Iran
If American troops are ever to come home from Iraq and Iraqis are to have a decent chance at peace and prosperity, the United States must open up a new chapter in its Middle Eastern diplomacy. The Iraq Study Group in 2006 made this point when it called for “diplomatic dialogue, without preconditions.” The Bush administration has largely ignored this advice.
The diplomatic challenge before the United States and the international community is to secure non-intervention of neighboring states in Iraqi affairs and to nurture a substantial international commitment to long-term Iraqi recovery from its decades of war, sanctions and authoritarian rule. To meet this challenge, the United States will need a new policy in the broader region.
A Battleground for the Foreseeable Future
Bob Woodward’s four books chronicling the wars of President George W. Bush are sensitive barometers of conventional wisdom in Washington. Whereas the first volume, published in 2002 at the height of the self-righteous nationalism gripping the capital after the September 11, 2001 attacks, hailed Bush’s self-confidence in acting to protect the homeland, the 2008 installment depicts the same man as cocksure and incurious. This much is not news. More educational are Woodward’s hints about the worldviews that will outlast this unpopular administration, embedded in the organs of the national security state.
Egypt Stifles Debate in the United States
The Egyptian regime has once again succeeded in stifling freedom of speech, this time not in Egypt, but in the US. Earlier this month, an Egyptian court convicted a prominent Egyptian-American activist for his outspoken criticism of the regime’s poor human rights record in American public fora. The court accused Saad Eddin Ibrahim, of "tarnishing Egypt’s image" abroad. The conviction referred primarily to writings he published in the foreign press; most notably among them an August 2007 op-ed in the Washington Post in which he criticized Egypt’s human rights record and questioned the reasons behind US aid to Egypt.
Pakistan Amidst the Storms
Less than three months after being formed, Pakistan’s coalition government is in trouble. The leader of one of its constituent parties, Nawaz Sharif of the Pakistan Muslim League (PML-N), is awaiting a decision from the country’s Supreme Court about whether he can run in parliamentary by-elections that began on June 26. The court is packed with judges appointed by President Pervez Musharraf, the ex-general who overthrew Sharif, a two-time prime minister, in a 1999 coup.
A Kurdish-American in Mosul
Herro Kader Mustafa is a Kurdish-American, originally from Iraq, who has built an impressive portfolio of responsibilities in the course of her career at the State Department and the National Security Council of the United States. She is currently the acting chief of staff for the undersecretary for political affairs at the State Department. Mustafa served as the senior US civilian official responsible for administering the Iraqi province of Ninawa—of which Mosul is the capital—in the aftermath of the 2003 war. She is the subject of an upcoming documentary entitled American Herro. In May 2008, Mustafa spoke to MERIP about her experiences.

Bush in Jerusalem
The first leg of President George W. Bush’s whirlwind January tour of the Middle East took him to Jerusalem, where, in his first visit as president, he tried to breathe life into the renewed Israeli-Palestinian negotiations launched under US auspices at Annapolis, Maryland in November 2007. The talks remain moribund, but ears pricked up during a speech Bush delivered at the King David Hotel on January 10. Several formulations seemed downright alien to the lexicon from which the Bush White House has generally drawn.

From December 2006 through the late summer of 2007, four foreign policy commentators reached for the same 1980s movie title, Back to the Future, to describe the peregrinations of US Middle East policy in the oft-proclaimed twilight of the neo-conservative moment. There was confusion, however, as to what past was being summoned to replace the present.
Debating Devolution in Iraq
In early August 2007, Jalal al-Din al-Saghir, a Shi‘i preacher affiliated with the Islamic Supreme Council of Iraq, made headlines with striking comments to a reporter for the Christian Science Monitor. The cleric revealed in an interview with Sam Dagher that “a massive operation” was underway to secure the establishment of a Shi‘i super-province in Iraq, to be named the “South of Baghdad Region,” and projected to encompass all nine majority-Shi‘i governorates south of the Iraqi capital.
Rogue Libya’s Long Road
On May 15, 2006, Secretary of State Condoleezza Rice announced that the United States would soon open an embassy in Libya, long classified by Washington as an inveterate “rogue state.” This move came, she said, “in recognition of…the excellent cooperation Libya has provided to the United States…in response to common global threats faced by the civilized world since September 11, 2001.” Most discussion of the renewal of US-Libyan relations has focused on two very public and, as Rice put it, “historic” decisions by the Libyan government following the launching of the Iraq war in 2003: one renouncing terrorism and the other abandoning programs for weapons of mass destruction.
In Annapolis, Conflict by Other Means
At an intersection in front of Nablus city hall, a pair of women threaded a knot of waiting pedestrians, glanced left, then dashed across the street. “What’s this?” an onlooker chastised them. “Can’t you see the red light?” Not long after, his patience exhausted, the self-appointed traffic cop himself stepped off the curb and made his way to the other side of the boulevard. Such is life in the West Bank on the eve of the meeting in Annapolis, Maryland, where the Bush administration intends to create the semblance of a “peace process” between Israel and the Palestinians for the first time since it assumed office.
War Is Peace, Sanctions Are Diplomacy
The White House is pressing ahead with its stated goal of persuading the UN Security Council to pass far-reaching sanctions to punish Iran for refusing to suspend its nuclear research program. Sanctions are what President George W. Bush is referring to when he pledges to nervous US allies that he intends to “continue to work together to solve this problem diplomatically.” The non-diplomatic solution in this framing of the “problem,” presumably, would be airstrikes on nuclear facilities in the Islamic Republic.
A Country at a Crossroads
“A very frank discussion” — so President Bush described his November 7 telephone conversation with Pervez Musharraf, four days after the Pakistani general imposed a state of emergency and dissolved the high court expected to rule his continued presidency unconstitutional. And frank the discussion probably was: In the face of spirited protest in Pakistan, and a querulous press in Washington, back-channel pressure succeeded in persuading Musharraf to promise parliamentary elections. Yet the generous US aid earmarked for Pakistan — on top of nearly $10 billion since 2001 — is quite evidently not at risk.
Israel’s Military Court System Is the Model to Avoid
Should the United States, seeking to recalibrate the balance between security and liberty in the “war on terror,” emulate Israel in its treatment of Palestinian detainees?
That is the position that Guantanamo detainee lawyers Avi Stadler and John Chandler of Atlanta, and some others, have advocated. That people in U.S. custody could be held incommunicado for years without charges, and could be prosecuted or indefinitely detained on the basis of confessions extracted with torture is worse than a national disgrace. It is an assault on the foundations of the rule of law.
But Israel’s model for dealing with terrorism, while quite different from that of the U.S., is at least as shameful.
