To Stop the Killing, Deal with Asad

In the wake of the recent Friends of Syria conference, the United States and Middle Eastern powers that include Turkey, Qatar and Saudi Arabia are stepping up aid to armed resistance groups in Syria. Under American leadership, the conference pledged $100 million to provide salary payments to rebel fighters.

Whatever the humanitarian intentions, this strategy, along with discussions of “safe zones” and “non-lethal aid,” is misguided at best, and counterproductive at worst. For all the talk about safeguarding civilians, the proposals are far more likely to escalate violence than to reduce civilian casualties.

Syrian Kurdish Cards

Upheaval in Syria has given Kurdish groups new opportunities to advance their nationalist agendas while serving as proxies for neighboring states. In Turkey, the Kurdistan Workers’ Party or PKK has taken advantage of the rift between the regime of Bashar al-Asad and the Turkish government by turning to the former to help it launch its armed operations. In Iraq, after some delay, Kurdish elites have entered Syrian opposition politics as well, highlighting the ironies and internal tensions of their own position. The Kurdistan Regional Government (KRG) is keen to persuade Turkey, its key regional patron, that it can contain the PKK elements based in Iraqi territory and moderate Syrian Kurdish demands, while also assuring its Kurdish brethren that it will support their claims. And in Syria itself, Kurds have created the Kurdish National Council in parallel to the main opposition body, the Syrian National Council (SNC) — a reaction to the possibility that the SNC will morph into a successor regime led by Muslim Brothers under Turkish influence.

The New Arab Cold War and the Struggle for Syria

In his classic study, The Arab Cold War, Malcolm Kerr charted the machinations of inter-Arab politics during an era dominated by Egypt’s President Gamal Abdel Nasser. In another renowned work, The Struggle for Syria, Patrick Seale documented the links between Syria’s tumultuous domestic politics and the broader contest for supremacy in the region, stemming from factors ranging from inter-Arab conflicts to the global cold war. [1] Today, amid the chaos in Syria and the transformations in the region, these texts, both originally published in 1965, seem all too contemporary. Once again, regional politics shows many signs of an Arab cold war and, once again, that broader conflict is manifesting itself in a struggle for Syria.

The Syrian Regime’s Business Backbone

Nearly one year into the Syrian uprising, with more than 7,500 Syrians dead, the protracted conflict is not very well understood or reported despite a deluge of writings. Most track fast-moving events without pausing for sober analysis of Syrian politics and society. Early on, the dominant argument was that the regime would quickly collapse; later, it has been that the regime is durable. The long view rarely appears. When it does, alas, it most commonly adduces timeless cultural factors, chiefly sectarianism, to explain the apparent stalemate.

The Local Politics of the Lebanese Disappeared

The Syrian presence in Lebanon was visible and audible to all, from the large numbers of Syrian construction workers to the peddlers selling the latest music CDs on the sidewalks to the military checkpoints in the mountains. In shared taxis there was often talk about which Lebanese politician had just returned from Syria, along with parodies of Syrian Arabic dialect and jokes about Lebanese men going to Syria for what they called a bicycle ride — a visit to a prostitute. A parallel social hierarchy separated those who could use the military lane to cross the border into Syria and those who had to wait sometimes long hours in regular lanes.

Beyond the Fall of the Syrian Regime

Syrians are approaching the one-year anniversary of what has become the most tragic, far-reaching and uncertain episode of the Arab uprisings. Since protesters first took to the streets in towns and villages across the country in March 2011, they have paid an exorbitant price in a domestic crisis that has become intertwined with a strategic struggle over the future of Syria.

Dramas of the Authoritarian State

During August of 2011, which corresponded with the Muslim holy month of Ramadan, viewers of the state-run satellite channel Syrian TV might have stumbled upon quite a strange scene: A man watches as a crowd chants “Hurriyya, hurriyya!” This slogan — “Freedom, freedom!” — is a familiar rallying cry of the various Arab uprisings. It was heard in Syrian cities, including Damascus, when protesters first hit the streets there on March 15, 2011. But it was odd, to say the least, to hear the phrase in a Syrian government-sponsored broadcast. Until that moment, state TV had not screened any such evidence of peaceful demonstrations in Syria.

The Middle Powers Amid the Arab Revolts

The UN Security Council has been a key arbiter of international action regarding the upheavals in the Arab world in 2011. In late February, the Council issued Resolution 1970 calling for an “immediate end to the violence” in Libya, imposing sanctions and an arms embargo, and asking the International Criminal Court to investigate the regime of Col. Muammar al-Qaddafi. Less than a month later, on March 17, the Council passed Resolution 1973 authorizing NATO “to take all necessary measures” to protect Libyan civilians, leading to Qaddafi’s eventual fall from power. In late September, the Security Council will also take up the request of Palestinian leader Mahmoud ‘Abbas for full UN membership for a state of Palestine.

The Evolution of Kurdish Politics in Syria

Over the weekend of July 16-17, representatives of the opposition to the regime of Syrian President Bashar al-Asad met in Istanbul to choose a “National Salvation Council.” Among the diverse attendees were delegates speaking for Syria’s Kurds, the largest ethnic minority in the country at more than 2 million people, some 10 percent of the population. All of the multiple Kurdish parties in Syria envision a pluralistic state in which their cultural and linguistic rights are recognized. Those at the Istanbul gathering wanted the name of the country changed from the Syrian Arab Republic to the “Republic of Syria.” When the other delegates at the conference refused this request, these Kurds walked out in protest.

There are two political-intellectual prisms through which the recurrent conflagrations of the modern Middle East are conventionally seen. One casts the region’s stubborn ills as internally caused — by the outsize role of religion in public life, the persistence of primordial identities like sect and tribe, and the centuries-long accretion of patriarchal norms. The other espies the root of all evils in external interference, from European colonialism to the creation of Israel and assorted ventures of the imperial United States.

Asad’s Lost Chances

On January 31, the Wall Street Journal printed words that Bashar al-Asad must wince to recall. In an interview with the newspaper, the Syrian president said that Arab rulers would need to move faster to accommodate the rising political and economic aspirations of Arab peoples. “If you didn’t see the need for reform before what happened in Egypt and Tunisia, it’s too late to do any reform,” he chided his fellow leaders. But Asad went on to assure the interviewer (and perhaps himself): “Syria is stable. Why? Because you have to be very closely linked to the beliefs of the people. This is the core issue. When there is divergence…you will have this vacuum that creates disturbances.”

Turkey’s Rivers of Dispute

In the waning years of the twentieth century, it was common to hear predictions that water would be the oil of the twenty-first. A report prepared for the center-right Washington think tank, the Center for Strategic and International Studies, forecast that water, not oil, would be the dominant source of conflict in the Middle East by the year 2000. This prognosis rested in part upon the estimate of US intelligence agencies that by that time “there will be at least ten places in the world where war could break out over dwindling shared water, the majority in the Middle East.” [1]

Yes, We Really Must Talk With Iran

If American troops are ever to come home from Iraq and Iraqis are to have a decent chance at peace and prosperity, the United States must open up a new chapter in its Middle Eastern diplomacy. The Iraq Study Group in 2006 made this point when it called for “diplomatic dialogue, without preconditions.” The Bush administration has largely ignored this advice.

The diplomatic challenge before the United States and the international community is to secure non-intervention of neighboring states in Iraqi affairs and to nurture a substantial international commitment to long-term Iraqi recovery from its decades of war, sanctions and authoritarian rule. To meet this challenge, the United States will need a new policy in the broader region.

Since their government has not, Shoshi Anbal and a posse of her fellow Tel Aviv housewives are preparing to engage in diplomacy with Syria. On May 18, they assembled along the Israeli-Syrian frontier to applaud what at the time was Syrian President Bashar al-Asad’s latest iteration of his call for negotiations to end the 40-year standoff over the Golan Heights, occupied by Israel in 1967, and indeed the legal state of war prevailing between the two states since 1948. “Asad! Israel wants to talk,” the women chanted. And, less reverently, “Let’s visit Damascus—by car, not by tank.”

Of Specters and Disciplined Commodities

“Lebanon was built with Syrian muscles,” declared an elderly Lebanese in the early 1990s. He was referring to the hundreds of thousands of semi- and unskilled Syrians who have worked in Lebanon on a temporary basis in construction, agriculture, manufacturing and services since the mid-twentieth century.

Syria and Lebanon: A Brotherhood Transformed

Unlike its incremental intervention in Lebanon throughout early 1976, Syria’s withdrawal from Lebanon in late April 2005 was swift, unplanned and humiliating. On both occasions, Lebanese, regional and international factors overlapped to shape Syrian behavior. But whereas the 1976 intervention consolidated Syria’s position in the Arab-Israeli conflict and elicited implicit US gratitude and Israeli cooperation, the 2005 withdrawal undermined Syria’s regional security interests and left it besieged in the international arena.

Syria’s Curious Dilemma

Seasoned observers of Syria have learned not to make much of apparent political changes in the country. This lesson holds true today, but with a twist.
