Aftermath

Eighteen-year old Anwar is new to bastat, street peddling. Two days ago his mother bought several crates of corn on the cob, which she boiled for him to sell in Tulkarm refugee camp streets. Recently released from a six-month term at Ansar III detention camp in the Negev desert, Anwar returned home the first day having sold nothing.

“There were problems in the streets,” explains his mother, Umm Jamil. “Anyway, no one goes out as they used to. Something happens, the army comes, and everyone runs. Who will buy?” Tulkarm camp, near the northern West Bank town by that name, is home to nearly 12,000 Palestinians.

Why We Negotiate

Sami al-Kilani is a member of the Palestinian delegation to the peace talks. A poet and short-story writer, he has spent several years in Israeli prisons and under town arrest in his home in Ya‘bad in the occupied West Bank. His brother Ahmad was shot dead by Israeli troops in October 1988. Joost Hiltermann interviewed him in Washington, DC, in December 1991.

I understand that members of the delegation held town meetings in the West Bank and Gaza after the Madrid conference.

Winds of War, Winds of Peace

The Gulf war transformed the political landscape of the Middle East, and thus the politics of the Palestinian question. Saddam Hussein’s promised “linkage” between the Gulf and Palestinian questions was in fact established, as the US sought to preserve its regional allies from a popular backlash, and thus reinforce its project of a “new international order” to encompass this troubled region. This means unblocking the Arab-Israeli stalemate and moving to solve the Palestinian question, generally recognized as the core component of the conflict.

Palestine in the New Order

Since the Gulf war, the Palestinian cause has entered an entirely new phase, one that is not merely a consequence of the war in the narrow sense. The Gulf crisis was the setting for a series of confrontations between local and international forces of such intensity that it is difficult to find a precedent. If the war fit into the formal category of a regional war with foreign intervention, it also had the character of a world war, given the international interests involved.

Human Rights Briefing

What has been the performance of human rights organizations during the first two years of the intifada? A fresh look at eight organizations surveyed prior to the uprising (MER 150) shows that overall coverage has increased, as one might expect based on the intensity and duration of the uprising, but coverage remains uneven. Some organizations that had been reporting on the Occupied Territories prior to November 1987 improved their coverage; others did not. Among those organizations that had in the past ignored Palestinian rights abuses, some saw the intifada as an opportunity to take up the issue. A notable few, however, have remained silent.

Speak, Bird, Speak Again, a collection of 45 Palestinian folktales, represents the largest selection of Palestinian folklore in English. The tales were recorded by the editors over a two-year period in the West Bank, Gaza and the Galilee, then carefully and painstakingly translated into English. The excellent introduction explains how oral tradition has been an essential and lively part of Palestinian society and family life.

Prison Text, Resistance Culture

The Israeli prison apparatus is a critical and contested site in the manifold struggle to control communication and information in the Palestinian resistance to Israeli occupation. During the two decades of occupation before the intifada, prisons in Israel and the Occupied Territories housed an average of 4,000 Palestinian political detainees at any one time. Since the start of the uprising this number has increased dramatically, with over 40,000 arrests. This put great pressure on the prison facilities and necessitated the opening of new prison camps such as Ansar III (Ketsi’ot) in the Negev desert, and detention centers like Dhahriyya, just outside of Hebron.

Religion and Political Identity in Bayt Sahour

In 1989, the West Bank village of Bayt Sahour made international headlines by staging a successful tax strike against Israeli military authorities. My introduction to Bayt Sahour came six years earlier, in late December 1983, when I attended Latin Christmas Eve celebrations at Manger Square in neighboring Bethlehem. In mid-afternoon, Palestinian scouts in colorful uniforms, carrying banners and playing bagpipes and drums, marched into the square to greet the Latin Patriarch on his arrival from Jerusalem to prepare for Midnight Mass.

Sustaining Movement, Creating Space

“Up here at the encampment,” said Abu Tha’ir, peering ahead through the windshield, “we cross the Green Line into ’48. If there is a checkpoint and they stop us, they’ll send me back to prison.” He looked at me as if asking for my opinion, but he did not slow down as we approached the army post perched on the hillside overlooking the road north of Tulkarm.

Our Fate, Our House

Many Palestinian stories are the stories of sons: heroes or victims, Everyman or Superman. In the intifada, the rebellious young men, the shabab, have become the sons of all the people and their exploits legendary.

Sahar Khalifeh’s stories, like her own life, are the stories of daughters, mothers and self. This story about Umm Samih resumes Khalifeh’s exploration of characters from the northern West Bank town of Nablus which figure in her three novels, Wild Thorns, The Sunflower and the semi-autobiographical Memoirs of an Unreliable Woman.

Women, the Hijab and the Intifada

Many accounts have suggested that the intifada has enabled Palestinian women to make great strides toward their social as well as political liberation. While some positive developments have occurred, it is also true that the intifada has been the context for a vicious campaign in Gaza to impose the hijab (headscarf) on all women. The campaign included the threat and use of violence and developed into a comprehensive social offensive. Social acquiescence, political inaction, family pressure and a concurrent ideological transformation created a situation in which only a few committed women in Gaza, one year into the intifada, continued not to wear a headscarf.

“What Elections? When?”

At the southernmost tip of the Gaza Strip, 35 kilometers south of Gaza City, lies the city of Rafah and its refugee camps. Of the total population of 110,000, 78,000 are refugees. A Rafah resident, ‘Isam Younis, interviewed a 28-year old worker from Rafah’s Shabura refugee camp.

“The PLO Is Still Waging a Struggle for Recognition Rather Than for a Solution”

‘Ali Jarbawi, an associate professor of political science at Birzeit University, is the author of The Intifada and Political Leadership in the West Bank and Gaza Strip (Beirut: Dar al-Tali‘a, in Arabic). MERIP contributing editor Penny Johnson interviewed him in Ramallah in late February 1990.

You have criticized the “Western analysis” of the uprising which posits that a new, youthful leadership here has changed the balance of power with the PLO outside. This line of thinking views the uprising as a massive social rebellion that has transformed the roles of youth, women, workers and camp dwellers. Do you think such fundamental change is underway?

The Uprising’s Dilemma

As the Palestinian uprising enters its thirtieth month, it faces a crisis of direction. Its main achievement seems to lie behind: a spectacular ability to mobilize whole sectors of a civilian population, through networks of underground civilian resistance and communal self-help projects, challenging Israel’s ability to continue ruling the West Bank and Gaza. The pattern of daily street confrontations has dealt a moral, if not logistic, blow to the might of the Israeli army. Above all, the intifada has placed relations with the Palestinians and the future of the Occupied Territories at the top of the agenda of all Israeli political parties.

The Palestinian uprising, along with its other achievements, has enabled Palestinian voices finally to reach the United States. Among the most eloquent of these voices are the many different expressions of Palestinian culture. In theater, film, music, art and literature, Palestinian cultural productions have achieved new and revealing syntheses of politics and aesthetics, and many artists in the United States have responded by inscribing the question of Palestine on their own agendas.

Enduring Intifada Injuries

The nightmare started when 24-year-old Ahlam, from the village of Ya’bud in the Israeli-occupied territories, joined a march to commemorate the martyrdom of a fellow villager.

“The situation was so tense that the Israeli army could not enter the village,” she recalled from her hospital bed in Amman. “A helicopter started throwing tear gas onto the 8,000 or so peaceful demonstrators.”

One of the canisters landed close to Ahlam. She attempted to kick it away, but within a minute she lost consciousness from tear gas inhalation.

Health as a Social Construction

Three basic theoretical formulations frame the state of the health debate among Palestinians in the West Bank and Gaza. The biomedical/clinical framework is generally espoused by the majority of the medical and allied health care establishment, most of whom have been trained in the Western medical tradition. This biomedical framework views disease as a malfunction of systems and organs that can be corrected by technical intervention on the part of qualified health care providers. By this conception, medical care and healing occur almost solely within the limits of the clinic, the hospital, the laboratory and the pharmacy. Causal relationships are clear-cut and unidimensional.
