Women, the Hijab and the Intifada
Many accounts have suggested that the intifada has enabled Palestinian women to make great strides toward their social as well as political liberation. While some positive developments have occurred, it is also true that the intifada has been the context for a vicious campaign in Gaza to impose the hijab (headscarf) on all women. The campaign included the threat and use of violence and developed into a comprehensive social offensive. Social acquiescence, political inaction, family pressure and a concurrent ideological transformation created a situation in which only a few committed women in Gaza, one year into the intifada, continued not to wear a headscarf.
“The PLO Is Still Waging a Struggle for Recognition Rather Than for a Solution”
‘Ali Jarbawi, an associate professor of political science at Birzeit University, is the author of The Intifada and Political Leadership in the West Bank and Gaza Strip (Beirut: Dar al-Tali‘a, in Arabic). MERIP contributing editor Penny Johnson interviewed him in Ramallah in late February 1990.
You have criticized the “Western analysis” of the uprising which posits that a new, youthful leadership here has changed the balance of power with the PLO outside. This line of thinking views the uprising as a massive social rebellion that has transformed the roles of youth, women, workers and camp dwellers. Do you think such fundamental change is underway?
The Intifada in Israel
Our visitors — activists coming to express solidarity with the Palestinians, human rights workers documenting the latest atrocities, itinerant journalists doing the definitive intifada story — sometimes see things clearer than we do. Here, in the eye of the storm, it is easy to be misled. The signs are confused, the omens change from week to week. For a moment, a mood of optimism sweeps through. Peace Now appears radicalized. More than half the population agrees with talking to the PLO. Masha Lubelsky (the secretary of Na‘amat, the establishment Histadrut women’s organization) pays a public visit to Faisal Husseini. A thousand new peace activists (not old lefties) sign up for a “peace bus” to Cairo to meet Arafat.
The Uprising’s Dilemma
As the Palestinian uprising enters its thirtieth month, it faces a crisis of direction. Its main achievement seems to lie behind: a spectacular ability to mobilize whole sectors of a civilian population, through networks of underground civilian resistance and communal self-help projects, challenging Israel’s ability to continue ruling the West Bank and Gaza. The pattern of daily street confrontations has dealt a moral, if not logistic, blow to the might of the Israeli army. Above all, the intifada has placed relations with the Palestinians and the future of the Occupied Territories at the top of the agenda of all Israeli political parties.

The Palestinian uprising, along with its other achievements, has enabled Palestinian voices finally to reach the United States. Among the most eloquent of these voices are the many different expressions of Palestinian culture. In theater, film, music, art and literature, Palestinian cultural productions have achieved new and revealing syntheses of politics and aesthetics, and many artists in the United States have responded by inscribing the question of Palestine on their own agendas.

Enduring Intifada Injuries
The nightmare started when 24-year-old Ahlam, from the village of Ya’bud in the Israeli-occupied territories, joined a march to commemorate the martyrdom of a fellow villager.
“The situation was so tense that the Israeli army could not enter the village,” she recalled from her hospital bed in Amman. “A helicopter started throwing tear gas onto the 8,000 or so peaceful demonstrators.”
One of the canisters landed close to Ahlam. She attempted to kick it away, but within a minute she lost consciousness from tear gas inhalation.
Palestinian Expression Inside a Cultural Ghetto
During the summer of 1986,1 spent a month in the West Bank, keen to learn for myself about the effects of Israeli restrictions on Palestinian forms of expression, particularly in the visual arts and local crafts. A quick look at different cultural products indicated that traditional aesthetic values have for some time been rapidly eroding. Alternative aesthetic values were more often than not crudely colored by the reactive rhetoric intrinsic to the cultural ghetto created by the occupation. I set out to explore for myself the process that brings into being products which stir a sense of pride among Palestinians living under occupation, and to understand the components that endow these cultural products with their uniquely Palestinian character.

The Palestinian human rights monitoring organization, Al-Haq/Law in the Service of Man, the West Bank affiliate of the Geneva-based International Commission of Jurists, marked the first anniversary of the intifada with a comprehensive report on Israel’s violations of human rights in its effort to quell the Palestinian uprising. Punishing a Nation: Human Rights Violations During the Palestinian Uprising, December 1987-December 1988 (Ramallah, PO Box 1413, West Bank, via Israel: Al-Haq, 1988; 355 pages) is a meticulously documented compendium based mostly on sworn affidavits collected by al-Haq’s field workers, five of whom were under administrative detention at the time of publication.
Cossali and Robson, Stateless in Gaza
Paul Cossali and Clive Robson, Stateless in Gaza (London: Zed Press, 1986).
Stateless in Gaza comprises interviews with 60 Gazans — from women activists to housewives, from resistance writers to laborers in Israel — who talk about life in the occupied strip. Cossali, a teacher and solidarity activist, and Robson, a development worker, allow Gazans to tell their stories directly, bringing into focus the major issues that confront those who live in this “forgotten corner of Palestine.”

Abu Farid’s House
Driving to Salfit through the villages of Yasuf and Iskaka on a sunny fall day is an exhilarating experience. The asphalt road winds like a snake through hill after hill dotted by olive trees whose clusters of tiny, pastel green leaves shimmer in the light breeze. Rich brown earth, freshly turned, is strewn with stones and contoured by terraces. Closer to the road, thorny shrubs, grasses and the lazy, bleached branches of fig trees leisurely soak in the sun, anticipating the impending winter.
Israel Faces the Uprising
The Palestinian uprising has stripped away Israel’s externally oriented masks (propaganda) and its internally oriented masks (defense mechanisms), as political rationality has steadily retreated before the state’s frantic response. Israel’s confrontation with the colonial reality of the occupied territories has led to political polarization which is not contained within existing party boundaries. It has penetrated all the parties and raised real questions which Israeli society must deal with. As the uprising continues, the cleavage in Israeli society becomes deeper over two basic issues: negotiations with the PLO and recognition of the Palestinian right to self-determination, including the establishment of a state.
“Suddenly I Can’t Hold My Head Up”
Dan Almagor personifies Israeli popular culture of the post-1948 period. He is the master lyricist of the modern Hebrew song, with over 600 compositions and 300 translations to his credit. His songs have been performed on many official and semi-official occasions, and he has composed for the Israel Defense Forces troupe and regularly placed his versatile talents at the service of the state and the Zionist movement. Dozens of Almagor’s plays and satirical and musical revues have been performed in Israeli theaters and cabarets, and even on Broadway. His musical about Hasidic life, Ish Hasid Haya, broke all Israeli records for a dramatic performance and was seen by a third of the country.

For well over a year now, the Israeli state has confronted the Palestinian uprising with what Defense Minister Yitzhak Rabin calls “the iron fist.” The army’s goal is to restore order, Deputy Chief-of-Staff Ehud Barak said recently, “so that the Israeli government can pursue political initiatives from a position of strength on its own schedule.” In the first month of Year Two, the army’s schedule included, by its own count, 2790 “violent incidents” — an average of precisely 90 each day. At least 26 Palestinians were killed, many with the “non-lethal” plastic and rubber bullets that Israeli troops now routinely employ.
Economic Dimensions of the Uprising
Beyond the cameras, outside the glare of the kleig lights of television talk shows, a quiet but potentially very significant campaign for economic disengagement is developing in the West Bank and Gaza Strip.
From the Boston Tea Party to Gandhi’s Salt March, struggles over economic issues have historically had great importance in anticolonial movements. It is too soon to quantify the actual economic impact or to assess the long-term political significance of this campaign, but clearly it has already eroded the profitability of the occupation for the Israeli government and various economic sectors.
Points of Stress
Eight months into the intifada, Israel’s occupation appears as unyielding as the rocky hills of Palestine. Bolstered by arms and funds from the United States and supported by a rightward-leaning public, the Israeli political establishment stands utterly intransigent, opposed to any political compromise with the Palestinians. Chances of a settlement appear extremely remote.
Such intransigence fits a historical pattern. This is always the first reaction of an occupying regime to the outbreak of insurrection: The only problem, they are sure, is that they have not used enough force.
The Significance of Stones
Visitors to the West Bank and Gaza get a very immediate, sensory grasp of the significance of stones. In the West Bank, the main cities and towns and many larger villages lie along the ridge of hills and plateaus running north to south and forming a sort of geological spine between the Mediterranean coastal plains and the Jordan rift valley. It is a land made of equal measure of stone and soil. The inhabitants and their ancestors have used the stone to hold the soil to the hillsides in order to provide rooting ground for their olive and fruit trees. The hill country of the West Bank is a subtly sculptured landscape of terraces that testify to uncounted generations of unobtrusive settlement, rows of rough stones piled patiently and mended every several seasons.

Mahmoud and Naji, both in their early twenties, are full-time participants in the uprising. Both were politically active before the uprising and, in addition to joining demonstrations, they play leading roles in local neighborhood committees. Both are college students. Mahmoud majors in civil engineering and Naji in economics. They spoke with Beshara Doumani in Ramallah on March 1, 1988.
