“The Traditional Middle in Turkish Politics Disintegrated”

Ahmet (a pseudonym) was a founder of the Turkish People’s Liberation Front Party in 1971. He was imprisoned from 1972 to 1974, and released during the general amnesty. He worked with Türk-Iş (the state-endorsed trade union confederation) in the 1970s and helped publish the political journal Birikim. In 1979, he was invited by Abdullah Baştürk to transfer to work with DISK, the progressive confederation of trade unions. Ahmet resigned from DISK in April 1980.

“The Workers as a Class Were Defeated”

Metin Kara (a pseudonym) worked on the staff of DISK, the Confederation of Progressive Trade Unions. He now lives in exile in Brussels, and he works with the DISK liaison bureau there. His trade union work dates back to 1967, when he was a member of a DISK-affiliated union. From 1975 to 1978, he worked as a staff member in the publication and education bureaus of several DISK member unions. He was interviewed in late 1983 by Sami Kum, a Turkish citizen who now lives in the US and works with the Committee for Human Rights and Democracy in Turkey.

How do you see the political history of the workers’ movement in Turkey after World War II?

Trade Unions and Turkey’s Working Class

The emergence of the working class as a force on Turkey’s political scene is essentially a phenomenon of the years since World War II. The organized expression of this class, trade unions, also made their appearance in these years. Both these developments were closely related to the process of rapid industrialization in postwar Turkey. In the 1940s, industry and construction accounted for about 20 percent, and manufacturing for just over 10 percent, of national output. As of 1950, these shares began to rise, accompanied by falling ratios for the agricultural sector. By 1970, manufacturing accounted for a fifth of GNP, and by 1978 this sector was responsible for a greater share of GNP than agriculture.

New Data on Palestinian Workers in Israel

A survey covering the inhabitants of the territories who work inside Israel, conducted by the manpower planning section of the Department of Employment, reveals that in 1981 some 76,000 of them were working in Israel. In 1971, the equivalent figure had been 21,000 and in 1975 it had been 66,000. According to the survey, financed by the Defense Ministry through the coordinator of activities in the territories, the inhabitants of the territories constitute about 5.5 percent of workers in Israel.

Workers’ Control After the Revolution

In the months preceeding the February armed insurrection which led to the downfall of the Pahlavi regime, the term shura (council) appeared frequently in the speeches and literature of various political tendencies ranging from the Islamic right to the leftist organizations. The most ardent advocates of the shuras were the left organizations, including the Mojahedin, with an emphasis on workers’ shuras. Now, four years into the Islamic Republic, it is clear that repression was not the only cause of failure of these shuras. The question is to what extent the workers could manage to exert control within an overall framework of social relations.

Social Bases for the Hama Revolt

During the first week of February 1982, serious fighting broke out in Syria between residents of the north-central city of Hamah and the government’s armed forces. A Syrian army raid on a number of buildings that were suspected of being hideouts for local cells of the Muslim Brothers precipitated the fighting. Brother militants foiled this operation using modern small arms and grenade launchers. They then attacked a variety of government installations, including the Hama headquarters of the police and of the Baath party, and also the airfield on the edge of town. By the second day of the fighting, mosques in some sections of the city broadcast calls for a general uprising against the country’s rulers.

A New International Division of Labor?

A number of theorists have recently put forth the notion of a “new international division of labor” in which the old colonial division of labor involving Third World exports of raw materials and imports of finished goods has been transcended. [1] According to this thesis, Third World countries have been industrialized to produce cheap labor-intensive manufacturing goods for export to the core capitalist countries in exchange for more advanced capital-intensive imports. The proponents of the new division of labor argue that this process reflects the new world capitalist rationality and logic.

We would like to begin by asking you the usual questions about your marital status, your salary, your age and so forth.

I am 31, married, but with no children. I work as an accountant at the National Library in Cairo (Dar al-Kutub). My net monthly pay is 29.77 pounds. My wife is a nurse at the Diabetes Institute and makes 28 pounds. I live in Maadi. My rent is 16.55 pounds a month; I pay 6 pounds and my wife 4 pounds for transportation each month. (At the exchange rate of the time, one Egyptian pound was worth $1.78.)

Formation of the Egyptian Working Class

The roots of the Egyptian working class reach back into nineteenth century when Muhammed ‘Ali (1805-1849), founder of the dynasty which ruled Egypt until 1952, initiated his abortive industrialization program. Beginning in 1819 his regime built European style factories in three major sectors: Military production, agricultural processing and textiles. The leading element was textiles. With the dramatic expansion of long-staple cotton cultivation after 1820, by the early 1830s 30 cotton mills were in operation with a labor force of 30,000. [1] But a decade later most of these new factories had failed because of inexperienced management, lack of adequate natural resources (especially fuel), peasant resistance to factory discipline and competition from Europe.

Origins of the Algerian Proletariat

In the first part of this essay, not included here, Bennoune notes that in pre-colonial Algeria’s rural sector land was the basic factor of production, consisting of four predominant subsistence activities: agriculture, animal husbandry, fruit tree plantations and horticulture. Ecological conditions fostered a broad regional specialization of production. The precolonial rural population consisted of big landowners, peasant producers, and impoverished, landless cultivators. Both the economic structure and legal system regulating the property relations generated differential access to property before the French conquest. All the urban classes — rulers, merchants, artisans — depended on the land for their food and primary raw materials.

Ahvaz Steel Workers’ Strike

The workers of the Foster Wheeler-Tehran Jonub Company, part of the Ahvaz Steel Industry Contractors Company, today ended their 56-day strike following a meeting with Hojjat-ol-Islam Jannati and Engineer Gharavi, governor of Khuzestan. Dr. Sheybani, member of the board of directors for the National Iranian Steel Company, promised that the workers’ salaries for the strike period, as well as their new year bonuses, will be paid.

Commenting on the strike, Hojjat-ol-lslam Jannati explained that the decision to pay the workers for the strike period was based on the fact that these workers were the victims of a plot.

Iran’s Oil Workers

A shroud of silence seems to have enveloped Iran’s oil industry since last fall when the top oil official Hassan Nazih was dismissed under charges of treason, allegedly for failing to purge non-Islamic elements from the ranks of the National Iranian Oil Company (NIOC). Even production and export figures have become state secrets. Reports of difficulties in maintaining the officially sanctioned production level of 3.5 million barrels a day are almost impossible to confirm.

Workers’ Councils in Iranian Factories

During July and August 1979 I visited a number of Iranian factories. There I held discussions and interviews with militants and activists of different political hues, and with ordinary working people, about the workers’ councils that have appeared in Iranian factories since the February 1979 revolution. My distinct impression is that large numbers of Iranian industrial workers have been through an extraordinary experience, which no outsider, even the most sympathetic, can record or convey. As far as I can gather, there has been little effort to institutionalize this experience, to generalize from it, or to coordinate activities among the councils of different factories.

From the peasantry. Our village is Minya al-Ghamh, in the province of Sharqiyya, and I’m from the ‘izba of Shalshamun. We came to Cairo twenty years ago.

Can you read and write?

Textile Workers of Shubra al-Khayma

Dire material necessity is increasingly forcing Egyptian women to take up wage labor. Job conditions are poor, pay is low and social sanctions are heavy. Women make up 12 percent of the Egyptian industrial workforce, concentrated in textiles, food industries and pharmaceuticals. In textiles, an important Egyptian industry, their present numbers and their historical role are quite substantial.
