Deep Traumas, Fresh Ambitions
The seeds of future war are sown even as parties fight and, depleted or on the verge of defeat, sue for peace. The outcome is rarely stable and may be barely tolerable to one side or the other. This rule holds true for the two belligerents no less than for their respective sponsors, keen to protect their strategic interests. Ambitions thwarted are merely delayed, not abandoned; new traumas incurred are entered into the ledger for the settlement of what is hoped one day will be the final bill.

War is usually presented as all about hard power and weaponry. In school, students are taught about generals, battlefields, advances in armaments and innovations in military strategy. The historical figures associated with wars whose pictures are featured in textbooks are overwhelmingly male. Women’s experiences are considered to be of secondary importance in understanding armed conflict.
Rebranding the Iraq War
The war in Iraq is over. Or so the government and most media outlets will claim on September 1, by which time thousands of US troops will have departed the land of two rivers for other assignments. With this phase of the drawdown, says President Barack Obama, "America's combat mission will end." The Pentagon is marking the occasion by changing the name of the Iraq deployment from Operation Iraqi Freedom to Operation New Dawn.
Ethno-Sectarian Approach Likely to Have Lasting Consequences
Which American has done the most harm to Iraq in the twenty-first century? The competition is stiff, with George W. Bush, Dick Cheney, Paul Wolfowitz and L. Paul Bremer, among others, to choose from. But, given his game efforts to grab the spotlight, it seems churlish not to state the case for Vice President Joe Biden.

“Culture as a Weapon”
At the fourth Culture Summit of the US Army Training and Doctrine Command (TRADOC) in April 2010, Maj. Gen. David Hogg, head of the Adviser Forces in Afghanistan, proposed that the US military think of “culture as a weapon system.” [1] The military, Hogg asserted, needs to learn the culture of the lands where it is deployed and use that knowledge to fight its enemies along with more conventional armaments. This conceptual and perhaps literal “weaponization of culture” continues a trend that began with the US invasions of Afghanistan and Iraq.

A New Conversation Peace
Iyad Allawi, the not terribly popular interim premier of post-Saddam Iraq, is in a position to form a government again because he won over the Sunni Arabs residing north and west of Baghdad in the March 7 elections. The vote, while it did not “shove political sectarianism in Iraq toward the grave,” as Allawi would have it, rekindled the hopes of many that “nationalist” sentiment has asserted itself over communal loyalty.
Turkey’s Rivers of Dispute
In the waning years of the twentieth century, it was common to hear predictions that water would be the oil of the twenty-first. A report prepared for the center-right Washington think tank, the Center for Strategic and International Studies, forecast that water, not oil, would be the dominant source of conflict in the Middle East by the year 2000. This prognosis rested in part upon the estimate of US intelligence agencies that by that time “there will be at least ten places in the world where war could break out over dwindling shared water, the majority in the Middle East.” [1]
Making Big Money on Iraq
Kuwait has its diwaniyyas, Yemen its qat chews. But for languorous trade in rumor, gossip and flashes of political insight, there is no substitute for chain-smoking and eating Iraqi masgouf.
At one of several Iraqi establishments in Sharjah, a down-market cousin of Dubai in the United Arab Emirates, the host centered the bulging fish upon a table for six. “Iraq’s economy is like the fish,” he said, laughing. “How much you get depends on how quickly you eat.” It is an apt description of today’s Iraq — the country’s patrimony is literally being divvied up and devoured.
A Precarious Peace in Northern Iraq
On a stifling August afternoon in 2008, just as Iraq was recovering from the worst of its sectarian civil war, the Arab and Kurdish parties allied with the United States came to the edge of an ethnic bloodbath whose consequences for Iraq and the region would have been every bit as frightening. The trouble started when the mayor of Khanaqin, a predominantly Kurdish city in the Diyala province along the Iranian border, received a frantic call from a police station beyond the Alwand River on the west side of town. “They told me that the Iraqi army was on its way,” said the mayor, Muhammad Mula Hassan. “No one had informed me. A minute later we heard that the Iraqi army was surrounding Khanaqin.
A Litmus Test for Iraq
Former Iraqi Prime Minister Ibrahim al-Jaafari arrived in Basra on January 24. His mission in the southern oil port was to stump for his Reformist Front, a breakaway faction of the Da‘wa Party of the current premier, Nouri al-Maliki, ahead of Iraq’s January 31 provincial elections. His itinerary included visits to the Five Miles area — often described as a stronghold of the movement loyal to the young Shi‘i leader Muqtada al-Sadr — as well as a rally at a sports stadium. Only days earlier, he had been preceded by Maliki himself, and in the first days of 2009 numerous other national politicians trooped to Basra as well.
Yes, We Really Must Talk With Iran
If American troops are ever to come home from Iraq and Iraqis are to have a decent chance at peace and prosperity, the United States must open up a new chapter in its Middle Eastern diplomacy. The Iraq Study Group in 2006 made this point when it called for “diplomatic dialogue, without preconditions.” The Bush administration has largely ignored this advice.
The diplomatic challenge before the United States and the international community is to secure non-intervention of neighboring states in Iraqi affairs and to nurture a substantial international commitment to long-term Iraqi recovery from its decades of war, sanctions and authoritarian rule. To meet this challenge, the United States will need a new policy in the broader region.
Claiming Jewish Communal Property in Iraq
On June 23, 2008, representatives of Iraqi Jewish communities in several countries met in London to form a new group, the World Organization of Jews from Iraq (WOJI). According to a press release issued shortly after the meeting, the purpose of WOJI was to “protect, preserve and promote Jewish communal assets remaining in Iraq and to protect, preserve and promote Iraqi Jewish heritage, including holy sites and shrines remaining in Iraq.” Iraq is home to the oldest continuously present Jewish community in the world.
Iraq’s Kurds Have to Choose
Kurdish parties have become kingmakers in Baghdad , and they know it. As no federal government can work without them, they are pulling every available political lever to expand the territory and resources they control, trying to build the foundation of an independent Kurdish state. But even more than territory, they need security. If everyone acts quickly and wisely, that understanding could help resolve one of the Iraq war’s thorniest issues.

A Kurdish-American in Mosul
Herro Kader Mustafa is a Kurdish-American, originally from Iraq, who has built an impressive portfolio of responsibilities in the course of her career at the State Department and the National Security Council of the United States. She is currently the acting chief of staff for the undersecretary for political affairs at the State Department. Mustafa served as the senior US civilian official responsible for administering the Iraqi province of Ninawa—of which Mosul is the capital—in the aftermath of the 2003 war. She is the subject of an upcoming documentary entitled American Herro. In May 2008, Mustafa spoke to MERIP about her experiences.

Debating Devolution in Iraq
In early August 2007, Jalal al-Din al-Saghir, a Shi‘i preacher affiliated with the Islamic Supreme Council of Iraq, made headlines with striking comments to a reporter for the Christian Science Monitor. The cleric revealed in an interview with Sam Dagher that “a massive operation” was underway to secure the establishment of a Shi‘i super-province in Iraq, to be named the “South of Baghdad Region,” and projected to encompass all nine majority-Shi‘i governorates south of the Iraqi capital.
