No matter how Israelis vote tomorrow, they will likely be voting for a future of insecurity and conflict. The three major political parties—the right-wing Likud, the “centrist” Kadima and the so-called left-wing Labor—have not offered them a genuine peace option.
Despite the talk of possible Israeli withdrawals from parts of the West Bank, a new consensus has emerged among these parties that East Jerusalem and Israeli settlement blocs in the West Bank should be annexed to Israel. This would violate international law, destroy the possibility of a viable Palestinian state and condemn the Middle East to ongoing strife.
Muslim-bashing has become socially acceptable in the United States.
A new Washington Post/ABC News poll found that 46 percent of Americans hold negative perceptions of Islam, 7 percentage points higher than after the terrorist attacks of Sept. 11, 2001. The poll also discovered that a third of the respondents have recently heard prejudiced comments against Muslims. Even more depressing is that one in four openly acknowledges harboring prejudice toward Muslims.
Is this surprising? Unfortunately, it’s not. The vilification of Islam and Muslims has been relentless among segments of the media and political classes for the past five years.
The Bush administration is caught in a trap of its own making. Having championed democratic elections in the Middle East, Washington now confronts a politically unpalatable outcome—a Palestinian Authority led by Hamas, the radical Islamic group.
The choices for the US are stark, but clear. President Bush can either accept Israel’s logic of unilaterally imposing a solution to the Israeli-Palestinian conflict or he can show some leadership and insist that Israel finally end the occupation.
Secretary of State Condoleezza Rice has admitted that her staff was caught off guard by Hamas’ victory in the Jan. 25 Palestinian Legislative Council elections. “I’ve asked why nobody saw it coming,” she said. “It does say something about us not having a good enough pulse.”
While the State Department, President Bush and many other observers understand that Hamas’ popularity is due to frustration with Fatah’s corrupt governance of the Palestinian Authority, they have been missing several other crucial reasons why the P.A. has failed.
With the sudden incapacitation of Israeli Prime Minister Ariel Sharon and his effective exit from the political scene, the rush to define his legacy has begun. President George W. Bush called Sharon “a man of courage and peace,” and Sen. Joseph Biden (D-Del.) commented, “it is [Sharon’s] vision for making peace with the Palestinians and achieving a two-state solution that has driven him in recent years.”
In fact, progress toward Middle East peace depends on undoing the ailing premier’s legacy.
Torture, as President George W. Bush clearly knows, is against the law. The administration keeps reasserting this point because the US torture saga keeps deepening.
Under fire for the “enhanced interrogation techniques” employed in secret CIA jails and at Guantánamo Bay, Bush rejoined that the US faces an enemy “that lurks and plots and plans and wants to hurt America again. And so, you bet, we’ll aggressively pursue them, but we’ll do so under the law.” He hastened to add: “We do not torture.”
Secretary of State Condoleezza Rice's brokering of an Israeli-Palestinian agreement on border crossings into the Gaza Strip is a good step for the economic development of Gaza and a positive sign of American engagement in the peace process. But the real test for the U.S. administration’s commitment to this peace process isn’t the Gaza Strip—it’s Israel’s settlement expansion and its separation plan for the West Bank.
On his way to the UN summit in New York, Israeli prime minister Ariel Sharon said to reporters, “Building is continuing there [West Bank settlements]; we will build as much as we need.” Defense Minister Shaul Mofaz proclaimed the day before, “We have to make every effort to direct resources to the development of the settlement blocs.” While the media portrays dismantling Gaza settlements as an Israeli concession to the Palestinians, scant attention has been focused on the real problem—that the whole settlement enterprise pursued by successive Israeli governments since 1967 is illegal. Israeli withdrawal of settlements from Gaza is partial compliance with international law, not a concession.
Gaza City—“I’ll go visit Auntie Lina in Ramallah after I obtain a tasreeh (an Israeli permit) and when Erez checkpoint is open, OK mama?”
This is what my son, who is almost three years old, told me the other day after having a chat with his cousin Laila who lives in Ramallah, in the West Bank. The problem is that during the last five years I have received permission to go to the West Bank only four or five times. Although I have a West Bank identity card from Nablus, I live and work with my husband and son in Gaza City. My son already knows the world: tasreeh , tukh (shoot) and Erez checkpoint is closed.
“America will stand with the allies of freedom to support democratic movements in the Middle East and beyond, with the ultimate goal of ending tyranny in our world.” With these soaring words in the 2005 State of the Union Address, President George W. Bush swore to overturn the long-standing US policy of backing friendly dictators in countries like Egypt and Saudi Arabia.
At the May 20-22 World Economic Forum in Jordan, Deputy Assistant Secretary of State Elizabeth Cheney reiterated this “transformational vision” to the assembled Arab political and business leaders. For 60 years, said the vice president’s daughter, Washington had mistakenly backed the Arab status quo in exchange for stability—but no longer.
Pundits on the right have been quick to say the Bush administration deserves credit for sparking democratic rumblings across the Middle East. They note the popular protests against Syrian influence in Lebanon and Egyptian President Husni Mubarak ’s pledge to allow multiple candidates to run in the presidential elections, as well as local elections in Saudi Arabia. These events, they argue, show that the war in Iraq is realizing its true purpose. Should critics of the invasion of Iraq now concede that they were wrong? Voices on the left and other critics of the war tell us no. All they see is hypocrisy.
President George W. Bush likes to associate his administration’s goals with the will of the Almighty. Witness the stirring coda of the 2005 State of the Union address: “The road of Providence is uneven and unpredictable yet we know where it leads: It leads to freedom.” As in many previous speeches, Bush lingered on the way stations of this divinely lit pathway in the “broader Middle East,” the region stretching from Morocco to Afghanistan.
The autumn olive harvest used to be a time of celebration in this West Bank village. Entire families would spend days together in the groves. Even Israelis would make special trips here at this time of year to buy our olive oil. But with new Israeli restrictions on access to the fields, Palestinian farmers now have to leave their families at home, and may never even get to their olive grove.
Today, picking olives is no celebration. In the past few weeks, Israeli bulldozers began clearing agricultural land that belongs to Jayyous residents in anticipation of building 50 new houses for Israeli settlers.
The Islamic Republic of Iran is in hot water with Washington and European capitals because of its apparent pursuit of a nuclear bomb. Dangling carrots of increased trade, the Europeans are trying to persuade Iran to renounce atomic ambitions. Skeptical of these methods but bogged down in Iraq, the Bush administration has grumbled on the sidelines.
A prominent liberal Arab journalist who strongly supported the war in Iraq, has a long record of outspoken opposition to Islamic extremism, and has a deep appreciation for American values recently told me that he has never been more depressed or more alienated from the United States. Why? He was absolutely clear: George W. Bush’s policies and rhetoric have made it impossible for moderates such as himself to win their battles for a more liberal Arab future.
“The worst humanitarian crisis in the world today”—so relief agencies and news reports refer to the catastrophe still unfolding in the westernmost Sudanese province of Darfur. With the United Nations estimating that 50,000 people have been killed and 1 million displaced, the description is apt.
But the dead and uprooted Darfuris are not victims of a natural disaster or even a localized civil conflict. Rather, the Darfur tragedy is symptomatic of a larger syndrome afflicting several regions of Sudan.
To say that things are getting worse in Gaza, one of the poorest places on Earth, is a bit like saying it is getting hotter in hell. But over the past few years, things have gotten significantly worse in this sliver of Palestinian territory along the Mediterranean Sea—with alarming implications for the prospect of a comprehensive Middle East peace.
Since September 2000, when the current Palestinian uprising against Israeli occupation began, the Gazan economy has entered what the World Bank calls “one of the deepest recessions in modern history.” The joblessness rate among males aged 15-24 is 43 percent and as many as 70 percent of job market entrants are unemployed. These conditions are creating a generation of isolated and disaffected youth.
What is most remarkable about the International Court of Justice decision on Israel’s “security barrier” in the West Bank is the strength of the consensus behind it. By a vote of 14-1, the 15 distinguished jurists who make up the highest judicial body on the planet found that the barrier is illegal under international law and that Israel must dismantle it, as well as compensate Palestinians for damage to their property resulting from the barrier’s construction.
The International Court of Justice has very rarely reached this degree of unanimity in big cases. The July 9 decision was even supported by the generally conservative British judge Rosalyn Higgins, whose intellectual force is widely admired in the United States.
Monday’s transfer of authority—two days before the June 30 date—is being touted as the date of Iraqi independence. Nothing could be further from the truth. The unfolding political transition in Iraq will keep sovereign power in the hands of Americans in every relevant sense.
Democratic reforms in the Middle East and North Africa are both warranted and wanted—not only among the leaders who gathered earlier this month on Sea Island for the G8 Summit but also by the majority of the region’s citizens.
While there is little agreement on what form change should take, the most shocking dimension of the Bush plan for regional reform, The Broader Middle East and North Africa Initiative, or BMEI, is the administration’s continued partnership with authoritarian regimes and the exclusion of democratic reformers.
