Jordan is the poster child for the Bush administration project of “transforming” the political order in the Middle East through free trade. If Jordan is any guide, however, economic liberalization does not lead inexorably to the diffusion of political power.
On September 20, 2001, just nine days after the attacks on New York and the Pentagon, the Project for the New American Century (PNAC) laid out a consensus agenda for President George W. Bush’s “war on terrorism.” In addition to military action to oust the Taliban in Afghanistan and “capture or kill” Osama bin Laden, PNAC called for regime change in Iraq “even if evidence does not link Iraq directly to the attack,” and “appropriate measures of retaliation” against Iran and Syria if they refused to comply with US demands to cut off support for Hizballah.
Just once, one wishes, events in post-invasion Iraq could transpire without instantly being spun as helping or hurting President George W. Bush. There was no such luck after images of Iraqis cheerfully — even joyously — voting in the January 30, 2005 elections for a provisional national assembly zipped around the world. Bush, not surprisingly, claimed the images as vindication of the 2003 invasion and proof that his promised “forward march of freedom” in the Middle East is just getting started.
Mustafa Barghouthi is the secretary and co-founder of the Palestinian National Initiative (Mubadara), formed in 2002 to advocate for an immediate end to the occupation of Palestinian territories occupied by Israel in 1967, a Palestinian state on those territories, and expedited reform of Palestinian Authority governance. Mubadara called from its formation for “free, democratic elections for all political posts” in the Palestinian Authority (PA). A physician, Barghouthi is the long-time president of the Union of Palestinian Medical Relief Committees and founder of the Health, Development, Information and Policy Institute, a think tank focused on public health and public policy and based in Ramallah in the West Bank. During the second Palestinian intifada, he helped to organize the Grassroots International Protection for the Palestinian People program, which, like the International Solidarity Movement, brings activists from around the world to the Occupied Territories to bear witness to and attempt to deter Israeli army and settler violence directed at Palestinian civilians. Mustafa Barghouthi was a candidate for president in the Palestinian election held on January 9, 2005. He finished second to President Mahmoud Abbas (Abu Mazen). James E. Taha Sa‘d ‘Uthman (1916–2004), a life-long trade union and leftist political organizer, passed away at the age of 88 last November. His funeral in Cairo’s ‘Umar Makram mosque was attended by over 1,000 people representing the spectrum of Egypt’s progressive forces — trade unionists, lawyers, human rights activists, feminists, parliamentarians, intellectuals and leaders of the “legal left” National Progressive Union Party (NPUP).
MERIP mourns the passing in mid-January 2005 of Hisham Sharabi, a formidable thinker and extraordinary teacher who, along with Edward Said and Ibrahim Abu-Lughod, led a generation of activist Palestinian intellectuals who lived and worked in the United States. Sharabi died of cancer at the age of 78 in Beirut.
I never saw Hadi Salih (1949–2005) without his trademark innocent grin. Perhaps he was born wearing a smile and simply forgot it was there.
An avid enthusiast of Ariel Sharon and his unilateral disengagement plan recently opined that the plan “has one inborn defect: it has no vision, has no diplomatic horizon and is devoid of any ideological dimension.” [1] This view of the Israeli prime minister — tactically brilliant but lacking as a strategic thinker — is common but mistaken. Sharon clearly belongs in the pantheon of master tacticians in modern politics, but he does indeed have a long-term strategy — and disengagement fits right in.
President George W. Bush likes to associate his administration’s goals with the will of the Almighty. Witness the stirring coda of the 2005 State of the Union address: “The road of Providence is uneven and unpredictable yet we know where it leads: It leads to freedom.” As in many previous speeches, Bush lingered on the way stations of this divinely lit pathway in the “broader Middle East,” the region stretching from Morocco to Afghanistan.
Prosperous and possessed of a spirited parliament, Kuwait has prided itself on being a standard setter among the Arab monarchies on the Persian Gulf. With respect to women's rights, however, today Kuwait ranks just above Saudi Arabia. Kuwaiti women are allowed to drive and they occupy positions in public life ranging from secretary to second-level government ministers, but like their sisters in Saudi Arabia, they can neither vote nor run for political office.
Not so long ago in Egypt, elections for the parliament, bar association and press syndicate, as well as presidential referenda, were dismissed as mere beautifying accessories for an incorrigibly authoritarian regime. In 2005, several developments promise to accentuate the significance of these once nugatory rituals.
Yet another "historic day" will dawn in war-weary Iraq on January 30. As interim prime minister Iyad Allawi told Iraqi television viewers, "For almost the first time since the creation of Iraq, Iraqis will participate in choosing their representatives in complete freedom." Not to be outdone, President George W. Bush used the first news conference of his second term to herald the "grand moment in Iraqi history" that the world will witness when Iraqis go to the polls.
A chorus of international approval greeted Mahmoud Abbas' victory in the Palestinian Authority presidential election. January 9 was "a historic day for the Palestinian people and for the people of the Middle East," declared President George W. Bush, as the final count gave the Fatah party candidate some 62 percent of the vote — three times the tally of his nearest challenger, human rights campaigner Mustafa Barghouthi.
In waging war on Iraq, one of the points the Bush administration sought to prove was that President Bill Clinton’s policy of dual containment had failed — that despite a decade of threats, sanctions, military action and UN-led disarmament, Iraq had continued to develop weapons of mass destruction (WMD). Iraq, of course, was not the only target of dual containment. So was neighboring Iran, which likewise was suspected of having secret programs for building weapons of mass destruction and was seen as a destabilizing force hostile to US interests.
The autumn olive harvest used to be a time of celebration in this West Bank village. Entire families would spend days together in the groves. Even Israelis would make special trips here at this time of year to buy our olive oil. But with new Israeli restrictions on access to the fields, Palestinian farmers now have to leave their families at home, and may never even get to their olive grove.
Today, picking olives is no celebration. In the past few weeks, Israeli bulldozers began clearing agricultural land that belongs to Jayyous residents in anticipation of building 50 new houses for Israeli settlers.
The Islamic Republic of Iran is in hot water with Washington and European capitals because of its apparent pursuit of a nuclear bomb. Dangling carrots of increased trade, the Europeans are trying to persuade Iran to renounce atomic ambitions. Skeptical of these methods but bogged down in Iraq, the Bush administration has grumbled on the sidelines.
On November 21, 2004, the 19 industrialized nations that make up the so-called Paris Club issued a decision that, in effect, traces the outline of Iraq's economic future. The decision concerns a portion of Iraq's $120 billion sovereign debt—a staggering amount that all concerned parties recognize is unsustainable. In their proposal to write off some of the debt, the Paris Club members took advantage of the opportunity to impose conditions that could bind the successor government in Baghdad to policies of free-market fundamentalism.
