Every country in the Arab world, it seems, wants a nuclear reactor. In May 2008, a consortium of seven nations, Jordan, Iraq, Lebanon, Saudi Arabia, Syria, the United Arab Emirates and Yemen, announced they had agreed on a plan to boost nuclear power generation in the region. The proclamation is only the latest of several that have followed a March 2006 appeal from Secretary General of the Arab League and former Egyptian Foreign Minister ‘Amr Musa “to quickly and powerfully enter the world of using nuclear power.” [1]
Like the Palestinians, the Kurds are routinely described as a “question.” The label refers, in one sense, to their status as a people who sought self-determination in the wake of World War I but whose claim is still unsettled. From the standpoint of the states that divided the population of Kurdistan among themselves, the Kurds are a “question” as the Palestinians are to Israel today, or as the Jews of Europe were in the past, a troublesome, bumptious minority and a running challenge to the states’ preferred notions of national identity.
When Israel commenced its bombardment of Lebanon on July 12, 2006, Prime Minister Ehud Olmert and his general staff declared that the air raids were provoked by Hizballah’s kidnapping of two Israeli soldiers that day. As the destruction piled up over the ensuing 33 days, then, Lebanese did not ask themselves, “Why is Israel bombing us?” Rather, the question in many Lebanese minds, those of ordinary citizens and analysts alike, was “Why did Hizballah provoke this?
With war on its eastern borders, and renewed turmoil inside them, Turkey is transfixed by something else entirely: the desire of university-age women to wear the Muslim headscarf on campus, a seemingly innocent sartorial choice that has been forbidden by the courts, off and on, since 1980. At public meetings and street demonstrations, in art exhibits, TV ads, and dance and music performances, headscarf opponents argue vociferously that removing the ban will be the first step backward to the musty old days of the Ottoman Empire. A quieter majority of 70 percent, according to a recent poll, thinks that pious students should be allowed to cover their heads, perhaps because approximately 64 percent of Turkish women do so in daily life.

In the unprecedented flourishing of writings about Islam in the United States in recent years, one category of books—life stories of women—has been the most popular, attracting the attention of politicians, publishers, the media and the reading public alike. In an old narrative frame of captivity recast for the present-day reader, some of these memoirs and autobiographies portray the Muslim woman as a virtual prisoner. She is the victim of an immobilizing faith, locked up inside her mandatory veil—a mobile prison shrunk to the size of her body.

In the Egypt of 2008, half the population has known only one president, Husni Mubarak. And the rate of population growth, at its peak when Mubarak assumed office in 1981, has stopped declining as it had been in the 1990s. A new kind of population increase has begun. Such are the lessons of the provisional results of the Egyptian general population and housing census, conducted in November 2006 in accordance with the regular ten-year cycle. These demographic surprises have important implications for the stability of Egypt and the regime’s economic liberalization and structural adjustment program.
On January 14, 2008, the State Department officially notified Congress of its intent to sell 900 Joint Direct Attack Munitions kits to Saudi Arabia. Though some in Congress balked at transferring such advanced military technology to a country still in a formal state of war with Israel, their protests soon faltered. The transaction is just the latest phase in the Bush administration’s plan to sell at least $20 billion of high-tech weaponry to Saudi Arabia and the five other Gulf Cooperation Council (GCC) states—Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman.

The assassination of Benazir Bhutto on December 27, 2007 sparked outrage and mourning, not least in the Western media. Exhibiting the overstated piety one might expect upon the death of an elder statesman, commentators called her an “exemplary democrat” and condemned the “fascism” of the Muslim extremists presumed responsible for her killing. Footage of emotional demonstrations and angry rioting in her home province of Sindh bolstered an image of Bhutto — one that she herself liked to project — as a tribune of the Pakistani poor.
At around 5 pm on February 18 a dozen or so supporters of ex-premier Nawaz Sharif’s Pakistan Muslim League (PML-N) burst into song along the serpentine streets of Lahore’s old city. Down the road stood a phalanx of police and, behind them, a busload of flag-waving Pakistan People’s Party (PPP) activists, supporters of the slain former prime minister, Benazir Bhutto.
The two parties had fought head to head in this city of three million voters, the capital of Punjab, Pakistan’s richest and most populous province. Both sides knew they had won, even though the scale of their triumph was yet to be revealed. The PML-N group ringed the PPP bus, embraced their rival party’s cadre and danced on. The police did not lift a finger.
On January 6, 2008, newspapers in the province of Tunceli in eastern Turkey appeared festooned with the holiday wishes, “May your Gaghand be merry.” [1] Celebrated on the same day as Armenian Christmas and bearing the same name, Gaghand is an important, if almost forgotten event in the religious calendar of Tunceli, or Dersim, to use the area’s historical appellation. In the villages of Dersim, bearded men calling themselves Gaghand Baba (Father Christmas) pay visits to children and the elderly, offering them presents of sweets and pistachios.
The first leg of President George W. Bush’s whirlwind January tour of the Middle East took him to Jerusalem, where, in his first visit as president, he tried to breathe life into the renewed Israeli-Palestinian negotiations launched under US auspices at Annapolis, Maryland in November 2007. The talks remain moribund, but ears pricked up during a speech Bush delivered at the King David Hotel on January 10. Several formulations seemed downright alien to the lexicon from which the Bush White House has generally drawn.
From December 2006 through the late summer of 2007, four foreign policy commentators reached for the same 1980s movie title, Back to the Future, to describe the peregrinations of US Middle East policy in the oft-proclaimed twilight of the neo-conservative moment. There was confusion, however, as to what past was being summoned to replace the present.
In early August 2007, Jalal al-Din al-Saghir, a Shi‘i preacher affiliated with the Islamic Supreme Council of Iraq, made headlines with striking comments to a reporter for the Christian Science Monitor. The cleric revealed in an interview with Sam Dagher that “a massive operation” was underway to secure the establishment of a Shi‘i super-province in Iraq, to be named the “South of Baghdad Region,” and projected to encompass all nine majority-Shi‘i governorates south of the Iraqi capital.
In mid-January, when Israel further tightened its blockade of the Gaza Strip, it hurriedly assured the world that a “humanitarian crisis” would not be allowed to occur. Case in point: Days after the intensified siege prompted Hamas to breach the Gaza-Egypt border and Palestinians to pour into Egypt in search of supplies, Israel announced plans to send in thousands of animal vaccines to prevent possible outbreaks of avian flu and other epidemics due to livestock and birds entering Gaza from Egypt. [1] Medicines for human beings, on the other hand, are among the supplies that are barely trickling in to Gaza now that the border has been resealed.
